The Virginia Crime Prevention Association, Inc. (VCPA) is a 501C-3 non-profit organization that was established in 1978. The mission of the VCPA is to develop and implement programs that prevent crime by focusing on reducing opportunities for crime. The VCPA partners with law enforcement, community groups, schools businesses, public housing, the Virginia Department of Criminal Justice Services, the Virginia Center for Policing Innovation, the Virginia State Police, the National Crime Prevention Council and other organizations to deliver programs and services.

Montgomery County Department of Health and Human Services

Luis Cardona is currently the Youth Violence Prevention Coordinator for the Montgomery County 

Department of Health and Human Services. Mr. Cardona was an adjunct professor at 

The Institute for Public Safety and Justice at the University of the District of Columbia.   Mr. Cardona 

received his Bachelor's in Political Science from Howard University.   Mr. Cardona is on the National 

Advisory Board of Barrios Unidos, which is a nationally and internationally recognized organization that 

Jennifer Fahey Consulting

Jennifer Fahey has been working in the law and policy arena for the past twenty years, primarily in government and non-profit agencies.  She is currently a practicing attorney and criminal justice consultant, providing training and technical assistance to local, state, and tribal jurisdictions nationwide.  Her legal areas of expertise include Indian law and criminal law, having served as an elected county attorney in Minnesota.  

Gang Response Intervention Prevention Services

I currently serve as the Director of Program Services for the Mayor’s Anti Gang Office in Houston,Texas . I have been employed with the city for almost 14 years and the office serves as a resource for gang prevention, intervention and suppression services. My position is also responsible for coordinating multi disciplinary teams and strategies to impact gang violence. I am also responsible for supervising and training the gang outreach staff. Mayor’s Anti Gang Office was selected as a demonstration project  by the National Youth Gang Center and OJJDP in 2000.

American Indian Development Associates

Ada Pecos Melton an enrolled citizen of the Pueblo of Jemez is President/Owner of American Indian Development Associates (AIDA), a 100% Indian owned technical assistance, training, research, and evaluation firm operating since 1989. Ms. Melton provides services to Indian nations on design of research and evaluation, infrastructure, program and policy design and development to address social welfare and justice issues.

Ummah Futures International LLC

Wayne E. Rawlins, a community justice and community economic development consultant, has assisted hundreds of communities nationwide in developing, implementing, and evaluating successful community revitalization, anti-violence, and ex-offender reentry strategies. During his tenure as the site coordinator for Miami’s Weed and Seed (1997 – 2002), Rawlins received national acclaim and was honored with the Director’s Award from both the U.S. Department of Justice/Community Capacity Development Office and the Federal Bureau of Investigations in Washington, DC.

Healing Communities Prison Ministry and Reentry Initiative

Harold Dean Trulear serves as Associate Professor of Applied Theology and Director of the Doctor of Ministry Program at Howard University, where he is also president of the Gamma of DC chapter of Phi Beta Kappa.  He is also Director of the Healing Communities Prison Ministry and Prisoner Reentry Project. Healing Communities has been implemented in over 20 sites nationally and is supported by the Campaign for Black Male Achievement of the Open Society Institute. A graduate of Morehouse College (BA) and Drew University (PhD), Dr.

Grand Strategies, Inc.

Susan P. Weinstein has worked as an independent consultant for various criminal justice and substance abuse agencies since 2004 and has over 20 years of experience in the field.  An attorney, she is president of Grand Strategies, Inc., and conducts legal and legislative analyses, writes articles and publications and drafts policies and laws for a host of organizations in Washington, DC and its environs.
